European Policy Centre (CEP) is the Serbian partner in a consortium led by Public Administration International (PAI), which has secured a Long-Term Agreement with the United Nations Office for Project Services (UNOPS). This agreement aims to provide consultancy services and specialized expertise related to the EU accession negotiation process and EU harmonization for Western Balkan countries, including Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia.
The primary objective of the program is to strengthen institutional, administrative, and legislative frameworks through cooperative capacity development efforts.
The program is scheduled to be implemented by December 31, 2025, with approximately 200 individual small-scale technical support projects expected to be carried out across negotiation Clusters 2-5, including:
Cluster 2 – Internal Market (Chapter 1 Free movement of goods, Chapter 6 Company Law, Chapter 7 Intellectual property law, Chapter 8 Competition Policy, Chapter 9 Finantial Services, Chapter 28 Consumer and Health Protection)
Cluster 3 – Competitiveness and growth (Chapter 10 Information Society and Media, Chapter 16 Taxation, Chapter 20 Enterprise and Industrial Policy, Chapter 25 Science and Research, Chapter 26 Education and Culture, Chapter 29 Customs Union)
Cluster 4 Green Agenda and Sustainable Connectivity – (Chapter 14 Transport Policy, Chapter 15 Energy, Chapter 21 Trans- European Network, Chapter 27 Environmnental and Climate Change)
Cluster 5 – Resources, agriculture and cohesion (Chapter 11 Agriculture and Rural Development, Chapter 12 Food Safety, Veterinary and Phitosanitary Policy, Chapter 13 Fisheris, Chapter 22 Regional Policy and Coordination of Structural Instruments, Chapter 33 Finantial and Budgetary Provisions)
