How does the lack of communication affect the events of today?

What would be the outcome of the recent Greek referendum if the European Union engaged in a “yes” campaign?

How would the European Union look like today if 10 years ago French and Dutch citizens did not reject the Constitutional Treaty? Or if there was an open debate on European level on the changing demographic picture of Europe, inability to stop immigration and the ways in which the EU can act?
Perhaps we would be living in a different Europe if the European Commission invested more in public relations and communication with the European citizens over the past two decades.
