<p class="wp-block-paragraph">CEP was recognised by a prominent independent research institute in the field of water management from the Netherlands, Deltares, in partnership with the International Cooperation Agency of the Association of the Netherlands Municipalities, VNG International, and the “Jaroslav Cerni” Water Institute, as an important policy-relevant partner to complete the assignment<em>&nbsp;Local DRR plans and local protection and rescue plans for local self-government</em><br><em>units in Serbia</em>&nbsp;realised with financial support from the EU in the framework of the EU-WB/GFDRR Western Balkans Disaster Risk Management (DRM) Program and managed by the Global Facility for Disaster Reduction and Recovery. The assignment took place from October 2021 until May 2022. The objectives of the assignment were to assess the current Disaster Risk Assessment, Local Disaster Risk Management Plans and Local Protection and Rescue Plans of the LSGs, with a focus on floods and flood vulnerabilities of LSGs in order to prioritize capacity-building actions in those self-governments, and to prepare recommendations on improving these local plans.</p>



<p class="wp-block-paragraph">After successful contribution to the assignment above, Deltares engaged the “Jaroslav Cerni” Water Institute and CEP in another assignment within the framework of the EU-WB/GFDRR Western Balkans Disaster Risk Management (DRM) Program, <em>Capacity building to improve the identification, prioritization, and preparation of new flood risk reduction investments in Serbia.&nbsp;</em>The assignment took place from December 2021 until May 2022. The objectives of the assignment were to produce recommendations for identifying priority investments resulting in the draft methodology for prioritising risk reduction measures, develop a catalogue of structural and non-structural interventions, and enhance the capacities of the Republic Water Directorate and Public Water Management Companies to apply the methodology and the catalogue.</p>

<p class="wp-block-paragraph">Western Balkan leaders endorsed the <em>Multi-Annual Action Plan for a Regional Economic Area</em> (hereinafter: MAP REA), prepared and coordinated by RCC. The MAP REA sets out a mid-term agenda on regional economic integration within the trade, investment, mobility, and digital agendas, and foresees a strong implementation, coordination, and monitoring role for RCC. Economic policy analysis is pivotal to support the formulation of the required policy interventions both at the national and regional level. MAP REA has been recognized as a key element for improving living standards from both economic and social perspective, directly feeding into the SEE 2020 Strategy.</p>



<p class="wp-block-paragraph">The overall objective of the consultancy was to identify and analyse the interlinkages between national post-2020 strategies of Western Balkan economies and, based on provided reports from each Western Balkan economy, produce an analytical report, making a cross-reference and extrapolating commonalities among the relevant strategies, as well as among the relevant strategies and SDGs, new EU 2025 agenda and EU 2030 sustainability agenda.</p>

<p class="wp-block-paragraph"><strong>European Policy Centre – CEP</strong> is awarded a two-year Organizational Development Grant by <strong>The Open Society Think Tank Fund (TTF)</strong>. One of the main purposes of the grant is to support think tanks in analysing clearly identified political, economic and social issues, which contribute to fostering open society values. TTF recognized CEP as essentially dedicated to the research and analysis of the policy making system in Serbia in the EU accession context, as well as the think tank with relevant expertise in a number of sectorial policy areas.</p>



<p class="wp-block-paragraph">Consequently, TTF grant will allow CEP to enhance the quality of policy research and methodology. In addition, CEP will be given the chance to build a strategic outlook to the organisation’s development, foster managerial skills of staff and invest in the balanced progress of its programme areas. Finally, CEP will have the opportunity to develop communication strategy in order to better promote results of its work to a wide and diverse audience through a wide range of media outlets and tools.</p>



<p class="wp-block-paragraph">Organizational development grants aim to provide support for improvement in the three specific areas of think tank activities.</p>



<p class="wp-block-paragraph"><em>1. Quality of research products</em>&nbsp;which focuses on development and choice of various research methods and formats for producing analysis.</p>



<p class="wp-block-paragraph"><em>2. Communications and advocacy capacity</em>&nbsp;deals with how organizations deliver their findings to the public, who they target as key audiences, and what approaches and tools they use for that purpose.</p>



<p class="wp-block-paragraph"><em>3. Internal development and governance</em>&nbsp;is concerned with how think tanks function as a non-profit organization and includes staff recruitment and retention and issues of strategic planning, fundraising, and sustainability.</p>

<p class="wp-block-paragraph">Legal acts on environmental protection in the Republic of Serbia are to large extent aligned with the European acquis, whereas lack of implementation and involvement of stakeholders and public remain major challenges. In that regard, application of the Law on strategic environmental impact assessment and Law on environmental impact assessment is no exception and it can be additionally advanced to meet the goal of better management of the environment. Successful application of these legal acts additionally stimulates advancement towards EU accession in the framework of the Negotiating chapter 27 – Environment.</p>



<p class="wp-block-paragraph">This project was financially supported by The Royal Norwegian Embassy in Belgrade.European Policy Centre, together with&nbsp;<a href="https://staniste.org.rs/" target="_blank" rel="noreferrer noopener">Ecological Center Habitat</a>&nbsp;from Vršac and&nbsp;<a href="http://srbijaupokretu.org/" target="_blank" rel="noreferrer noopener">Serbia on the Move</a>&nbsp;implemented the project “Think-Act-Impact: Ensuring Improved Implementation of EU Directives on Environmental Impact Assessment in Serbia” during the following year. Project comprised a thorough research of problems and challenges in the implementation of environmental impact assessment with focus on local communities in order to provide solutions for overcoming the obstacles. Alongside research, educational-activist component was conducted in selected local communities together with local civil society organisations and citizens.</p>
