• Recommendations for improving competition are presented

    Vrnjačka Banja, 6 October 2020 – The Association “Serbian Bidders” held a meeting in public procurement procedures within the project Mechanisms for Improving Competition in Public Procurement in the EU Accession Process. This organisation were one of the grantees in the Prepare to Participate project, which CEP is implementing with NALED and the Center for Contemporary Policy (trough European Western Balkans), with the financial support of the European Union.

    The meeting was held in Vrnjačka Banja on October 2, 2020. The event was attended by experts in the field of public procurement, competition protection, representatives of bidders, contracting authorities and the media.

    After the event, recommendations for improving competition in public procurement procedures were completed and defined, which will be published at the end of the implementation of project activities.

    Public procurement is a significant part of budget spending in the Republic of Serbia, a key instrument through which the Government of the Republic of Serbia achieves strategic goals. In 2019 the registered value of public procurement amounted to about 404 billion RSD, while the share of public procurement in the gross domestic product was about 8%. In the process of joining the EU, Chapter 5 (Public Procurement) was opened in 2016. Chapter 8 (Competition) is closely related to the topic of public procurement, which, however, is not open yet, and which is one of the most demanding and complex in the negotiation process.

    The Prepare to Participate project focuses on studying economic issues in Serbia’s EU accession process and actively involving civil society organisations in accession negotiations in selected economic chapters.
