    Serbia End-of-Term Report 2016–2018

    The Serbian Action Plan addressed many core open government issues, including access to information and civic space. The Government completely implemented 7 of 14 commitments by the end of the assessment period.

    Commitments related to the freedom of information have the lowest completion due to delays in passing draft amendments to the law. Implementation of four of the 14 commitments has contributed to government openness in a major way, primarily in terms of the open data ecosystem in Serbia and improved standards for citizen participation. Nevertheless, Serbia did not have transformative activities that would lead to great improvement of existing practices.

    Serbia began participating in OGP in 2012 and has so far implemented two Action Plans. The Open Government Partnership (OGP) is a voluntary international initiative that aims to secure commitments from governments to their citizenry to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. The Independent Reporting Mechanism (IRM) carries out a review of the activities of each OGP participating country. This report summarizes the results of the period October 2017 to September 2018.
