A two-day seminar for civil society organisations was held in Belgrade on 14th and 15th December 2016 gathering more than 30 CSOs from Serbia. The participants had the opportunity to learn from SIGMA experts on the framework of Principles of Public Administration, to participate in the workshops and see the premiere of multimedia presentations about the key reform areas these Principles cover, developed by SIGMA/OECD and produced within the WeBER project. The aim was to introduce SIGMA Principles of Public Administration to a wider group of CSOs coming from local communities from all around Serbia who are active in PAR related areas. The event was organised by CEP and SIGMA as part of the WeBER.

    SIGMA Seminar for CSOsA two-day seminar for civil society organisations was held in Belgrade on 14th and 15th December 2016 gathering more than 30 CSOs from Serbia. The participants had the opportunity to learn from SIGMA experts on the framework of Principles of Public Administration, to participate in the workshops and see the premiere of multimedia presentations about the key reform areas these Principles cover, developed by SIGMA/OECD and produced within the WeBER project.     The opening remarks were given by Ms. Milena Lazarević, CEP Programme Director, and Mr. Klas Klaas, SIGMA representative while Mr. Brian Finn, SIGMA expert, gave an introductory speech about SIGMA Principles.

    The first session addressed the Strategic Framework for Public Administration Reform. Mr. Klaas emphasised the importance of monitoring of PAR progress. His speech was followed by a multimedia presentation on the topic.

    The next part of the seminar focused on the second area of PAR: Policy Development and Coordination, which was presented by Mr. Klaas and followed by a multimedia presentation on PDC. Mr. Primož Vehar, SIGMA expert, spoke about three PAR areas: Public Service and Human Resource Management, Accountability and Service Delivery.

    Interactive workshops were organised following each presentation, giving the opportunity to the CSO representatives to actively participate in the seminar.

    Mr Miloš ĐinđićOn the second day, seminar started with sessions on Public Financial Management presented by Mr. Brian Finn and Ms. 

    Erika Bozzay, and it was followed by workshops moderated by Mr. Miloš Đinđić, CEP senior researcher.

    The afternoon of the second day was dedicated to WeBER sessions lead by Ms. Milena Lazarević, Mr. Miloš Đinđić and Mr. Leopold Rollinger, WeBER Project Manager. The first session concentrated on the National PAR Working Groups which will be established within WeBER project. The second one focused on Public Administration Reform Monitoring Methodology which is based on SIGMA Principles.
