Following June 2014, the European Policy Centre became the organization selected as the National Researcher of the Independent Reporting Mechanism (IRM) under the Open Government Partnership (OGP). OGP is a multilateral initiative with headquarters in Washington DC, US that promotes transparency, citizens’ empowerment and participation in policy making, and promotion of public accountability through the use of new technologies.The goal of the IRM is to hold accountable the institutions and stakeholders made responsible of the implementation of particular commitments in the Action Plans. CEP monitors the development and implementation of the OGP Action Plan for Serbia as means to stimulate a discussion between the public and civil sector and assure the included commitments, actions and milestones towards better governance are agreed upon by relevant stakeholders. Serbia began the process to join in March 2012 at the time under the Ministry of Culture Media and Information Society and signed the high-level Open Government Declaration. The first Action Plan was adopted in April 2013, but was not evaluated. The second one was to be developed under the coordination of the Ministry of Public Administration and Local Self-Government and was expected to be adopted in July 2014 for the period 2014-2015, but the process was finalized only in February 2015.
