<p>Since December 2015 until December 2018, European Policy Centre implemeted three-year project<strong>&nbsp;“Western Balkans Enabling Project for Civil Society Monitoring of Public Administration Reform (WeBER)“</strong>.</p>



<p>The project was supported by European Commission within “The Civil Society Facility and Media Programme 2014-2015 – Support to Regional Thematic Networks of CSOs”, and in partnership with six organisations from the Western Balkans and Europe:</p>

<p>The project aimed to strengthen the capacity of civil society organisations and the media in the Western Balkans to participate in the creation and implementation of public administration reform. Civil society organisations have been recognized as important actors in creating public policy at the national and regional levels, which is why this project sought to strengthen its supervisory and consulting capabilities. Quality and analytical reporting by the media on the topic of public administration reform based on the arguments and evidence had an equally important role in these processes. Therefore, the project as another target group picked media.</p>

<p>The main objective of the project&nbsp;<strong><em>Strengthening Consumer Protection Organisations for better Municipal Services in SEE</em></strong>&nbsp;is to strengthen the capacities of consumer organisations in advocating the rights of consumers of municipal services in South-East Europe.</p>



<p><a href="https://www.thinkforeurope.org/" target="_blank" rel="noreferrer noopener">Think for Europe Network of EU Policy Think Tanks and Policy Research Centres in South-East Europe – TEN</a>, consisting of&nbsp;<strong>European Policy Centre</strong>&nbsp;(CEP),&nbsp;<a href="https://epi.org.mk/" target="_blank" rel="noreferrer noopener"><strong>European Policy Institute</strong>&nbsp;(EPI)</a> from Macedonia and&nbsp;<a href="https://institut-alternativa.org/?lang=sr" target="_blank" rel="noreferrer noopener"><strong>Institute Alternative</strong>&nbsp;(IA)</a> from Montenegro will be in charge of project implementation. National consumer protection organisations from all three countries (National consumer protection organisation of Serbia, Consumer protection centre of Montenegro and Consumer protection organisation of Macedonia) will also be involved in project implementation while consumer protection organisations from other countries of the region will gradually involve themselves in project activities.</p>

<p>Project will be implemented through set of work packages which will be concentrated around the following activities: development of the regional study and adoption of action plans for advocacy by the consumer organisations (work package 1), arrangement of multi-stakeholder dialogue and preparation of consumers’ awareness raising &nbsp;strategies (work package 2) and establishment of the regional consumer organisations network – CONWeB&nbsp; with clear goal of affiliating itself with BEUC – European Consumer Organisation (work package 3).</p>



<p>Project will last for 13 months. Its realisation started in February 2015.</p>



<p><em>Project is financed by&nbsp;<a href="https://www.giz.de/en/html/index.html" target="_blank" rel="noreferrer noopener">German organisation for international cooperation</a>&nbsp;(Deutsche Gesellschaft fur Internationale Zusammenarbeit) – GIZ, through Open Regional Fund for modernisation of municipal services.</em></p>

<p>CEP’s research project within the Think and Link Regional Policy Programme aimed to analyze issues in the implementation of competition policy in Serbia. Therefore, CEP performed a comprehensive, methodologically thorough analysis of the obstacles preventing effective implementation of competition policy, with the aim to inform and raise awareness of the main stakeholders of the potential mechanisms for advancements of this policy in line with the Serbia’s EU integration process and Stabilisation and Association Agreement, including better monitoring of the competition policy. Spanning over 9 months the project included advocacy phase as well for the promotion of policy outputs and recommendations in the relevant policy community.</p>



<p>Research project was funded by the&nbsp;<strong>European Fund for the Balkans</strong>&nbsp;who is also administering&nbsp;<em><strong>Think and Link</strong></em>&nbsp;Regional Policy Programme, which seeks to foster inclusive and evidence-based policy making in the Western Balkans. <p>The Project promoted good governance principles – rule of law, accountability, transparency, effectiveness, and efficiency. In order to do so, the project analyzed the relationship between performance audit and policy evaluation and provided conclusions and recommendations based on comparative practices. Performance audit and policy evaluation were examined in Serbia, Montenegro, and Macedonia, together with comparative practices from six EU Member States (3 old and 3 new MS).</p>



<p>The general objectives:<br>1) To undertake analysis of the relationship between performance audit and evaluation and<br>2) To give recommendations for introduction of efficient and effective evaluation system incorporating performance audit results.</p>



<p>Specific goals:<br>1) To analyse the development of state audit institutions (SAIs) conducting performance audit in 3 new EU member states &amp; 3 old EU member states;<br>2) To analyse the development of policy evaluation within ministerial departments in in 3 new EU member states &amp; 3 old EU member states;<br>3) To examine experiences of linking the functions of performance audit and policy evaluation in 3 new EU member states &amp; 3 old EU member states;<br>4) To investigate the current situation and resources available in performance audit and policy evaluation in the consortium countries;<br>5) To comparatively assess applicable methods of correlating performance audit and policy evaluation;<br>6) To provide recommendations and policy options for the 3 selected Western Balkans countries.&nbsp;</p>

<p>Legal acts on environmental protection in the Republic of Serbia are to large extent aligned with the European acquis, whereas lack of implementation and involvement of stakeholders and public remain major challenges. In that regard, application of the Law on strategic environmental impact assessment and Law on environmental impact assessment is no exception and it can be additionally advanced to meet the goal of better management of the environment. Successful application of these legal acts additionally stimulates advancement towards EU accession in the framework of the Negotiating chapter 27 – Environment.</p>



<p>This project was financially supported by The Royal Norwegian Embassy in Belgrade.European Policy Centre, together with&nbsp;<a href="https://staniste.org.rs/" target="_blank" rel="noreferrer noopener">Ecological Center Habitat</a>&nbsp;from Vršac and&nbsp;<a href="http://srbijaupokretu.org/" target="_blank" rel="noreferrer noopener">Serbia on the Move</a>&nbsp;implemented the project “Think-Act-Impact: Ensuring Improved Implementation of EU Directives on Environmental Impact Assessment in Serbia” during the following year. Project comprised a thorough research of problems and challenges in the implementation of environmental impact assessment with focus on local communities in order to provide solutions for overcoming the obstacles. Alongside research, educational-activist component was conducted in selected local communities together with local civil society organisations and citizens.</p>
