<p>Do Serbian civil servants have adequate capacities for the tasks related to EU integrations and membership negotiations? To what extent can the recruitment process of new civil servants contribute to a better performance in the accession process, and then EU membership? In light of the ever increasing importance being placed on a substantially enforced public administration reform as a&nbsp;<em>conditio sine qua non&nbsp;</em>in the accession negotiations, European Policy Centre – CEP, supported by the&nbsp;<a href="https://rs.ambafrance.org/" target="_blank" rel="noreferrer noopener">French Embassy in Serbia</a>, tried to answer to these questions in a joint research project.</p>



<p>The goal of this research was to analyse the Serbian civil service recruitment system as one of the aspects of the creation of a merit-based civil service, to highlight the possibilities of its improvement in the context of the accession process, to demonstrate its importance with respect to the overall functioning of the state and thus to instigate future research and engagement on this topic. The research findings were presented in Belgrade on&nbsp;November 28<sup>th</sup>&nbsp;2014 in a joint conference held in the French Institute.</p>

<p>The Project promoted good governance principles – rule of law, accountability, transparency, effectiveness, and efficiency. In order to do so, the project analyzed the relationship between performance audit and policy evaluation and provided conclusions and recommendations based on comparative practices. Performance audit and policy evaluation were examined in Serbia, Montenegro, and Macedonia, together with comparative practices from six EU Member States (3 old and 3 new MS).</p>



<p>The general objectives:<br>1) To undertake analysis of the relationship between performance audit and evaluation and<br>2) To give recommendations for introduction of efficient and effective evaluation system incorporating performance audit results.</p>



<p>Specific goals:<br>1) To analyse the development of state audit institutions (SAIs) conducting performance audit in 3 new EU member states &amp; 3 old EU member states;<br>2) To analyse the development of policy evaluation within ministerial departments in in 3 new EU member states &amp; 3 old EU member states;<br>3) To examine experiences of linking the functions of performance audit and policy evaluation in 3 new EU member states &amp; 3 old EU member states;<br>4) To investigate the current situation and resources available in performance audit and policy evaluation in the consortium countries;<br>5) To comparatively assess applicable methods of correlating performance audit and policy evaluation;<br>6) To provide recommendations and policy options for the 3 selected Western Balkans countries.&nbsp;</p>

<p>Partner organisations from the<strong>&nbsp;<a href="https://www.thinkforeurope.org/" target="_blank" rel="noreferrer noopener">Think for Europe</a></strong>, Network of Think Tanks and EU Policy Research Centres in South East Europe (TEN), produced background paper with the title&nbsp;<em>Coordination Requirements and Institutional Set-up in the EU Accession Process and Negotiations</em>. Background paper, which was produced for the needs of implementing Regional Workshop of the Network of the EU Integration Offices in South East Europe, held from 23-25 April 2014 in Becici, Montenegro, within the Open Regional Fund (ORF) – Modernisation of Municipal Services, programme of the&nbsp;<a href="https://germancooperation.rs/giz/" target="_blank" rel="noreferrer noopener">Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH</a>, was co-authored by&nbsp;<strong>Milena Lazarević</strong>, then CEP Senior Programme Manager (now CEP Programme Director).</p>

<p>Subdivided into six chapters, the paper analyses requirements for institutional set-up and coordination in the overall EU integration process taking into consideration specificities of the Western Balkans enlargement and national coordination structures in the association process; institutional set-up and coordination requirements for accession negotiations from the view of the main structures needed for running accession negotiations; link between the policy making and coordination at the national level and EU accession; lastly, involvement of stakeholders such as civil society organizations and national assemblies in the EU accession process. <p>Within the project&nbsp;<em><strong>Reforming Policy Coordination and the Centre of Government</strong></em>, funded by the European Union and implemented by a consortium led by&nbsp;<a href="https://germancooperation.rs/giz/" target="_blank" rel="noreferrer noopener">Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)</a> GmbH, CEP’s experts&nbsp;<strong>Milena Lazarević</strong>&nbsp;and<strong>&nbsp;Marko Obradović&nbsp;</strong>were commissioned to carry out fieldwork and provide a detailed map of the existing policy cycle at the national level in Serbia. It was an extensive effort which covered all the stages of the policy cycle from the development of plans within the Government as part of agenda setting and problem prioritization, policy planning and formulation within the ministries as well as the development of strategic documents and their implementation, decision-making on the Government level and the monitoring and evaluation mechanisms. Data gathered though desk research was cross-referenced with information collected through semi-structured interviews across four case study ministries and relevant government offices, so as to arrive to a conclusion on the discrepancy between the&nbsp;<em>de lege</em>&nbsp;and&nbsp;<em>de facto</em>&nbsp;situation. Based on the map of the policy cycle and analysis of best practices in the EU member states, the project developed a series of recommendations for improving the process of (public) policy making in Serbia.</p>



<p>The general purpose of the project was to strengthen the policy making structure and processes in the Government so that the policies are strategic, outcome focused, flexible, and innovative as well as interlinked with the strategic and budgetary frameworks which will in return allow for a proper coordination at the Centre of Government.</p>

<p>CEP’s Researcher (now external associate)&nbsp;<strong>Amanda Orza</strong>&nbsp;developed under the TRAIN Programme the policy paper<strong>&nbsp;<a href="https://cep.org.rs/en/publications/civil-society-and-government-participatory-policy-formulation-in-serbia/" target="_blank" rel="noreferrer noopener">“Civil society and government: Participatory Formulation in Serbia,”</a>&nbsp;</strong>which examined available mechanisms for the participation of civil society organisations specifically in the starting stage of the policy process – policy formulation. The research analysed the existing practices of involving civil society in policy making in Serbia and assessed the factors of successes and failures. In order to develop specific and practical recommendations for CSO participation in the policy formulation, the paper embraces a two-tier comparative approach, firstly focusing on the EU policy context and secondly on a country case study i.e. an EU Member State.</p>



<p>TRAIN&nbsp; Programme (Think&nbsp; Tanks&nbsp; providing&nbsp; Research&nbsp; and&nbsp; Advice&nbsp; through&nbsp; Interaction&nbsp; and Networking), with the thought that the role of think tanks needs to be strengthened in regards to national policy making, aims to encourage regional cooperation by spurring a policy dialogue between think tanks and political actors in the Western Balkans, and increase their credibility and visibility by fostering networking with EU actors.</p>

<p>In the course of the transformation process in South-East Europe (SEE), municipal public utility companies were given back into the responsibility of the municipalities. The operation and management are still implemented in accordance with old standards. This has resulted in a high environmental pollution, waste of resources, economic inefficiencies, investment arrears and democratic deficiencies in the form of a lack of participation. Also, the conflict-ridden past and the week culture of co-operation prevent the exchange between relevant actors – the large potential of a regional cooperation with the purpose of exchanging experiences and development of joint solutions for the modernization of municipal services are not yet sufficiently exploited.</p>



<p>The ORF Modernization of Municipal Services (MMS) is a mechanism for the promotion of innovative ideas on partial measures (PM) which, together with at least three partners from 3 counties in the region are identified, developed, steered and implemented on a partnership basis. The PM focus on developing solutions for challenges in the area of municipal services which can either be managed together or which require similar problem-solving approach in the entire region. The project pursues a multi-level and multi-stakeholder approach. The ORF MMS is accessible to all seven partner countries in South-East Europe (Albania, BiH, Kosovo, Croatia, Macedonia, Montenegro and Serbia) and the EU member states Bulgaria and Rumania may also participate). The project strengthens the institutional capacities of networks and their members in order to facilitate and intensify exchange through regional cooperation.</p>



<p>In 2013, the ORF MMS successfully closed its first phase and launched the second phase (2013-2016). In order to enable efficient monitoring of the Phase 2, and as per the Logical Framework of ORF MMS Project, CEP was contracted to <strong>perform a baseline study/survey for two (2) project objective level indicators in the ORF MMS Phase 2 Logframe</strong> in order to define initial data (baseline values) and attribute them to the two ORF MMS indicators. More specifically, CEP conducted a baseline study and defined baseline values for the following indicators:</p>



<ul class="wp-block-list">
<li>Indicator 1: Increase in the percentage of potential users of the services of the supported networks who confirm that regional cooperation plays an increasing role in overcoming their municipal problems;</li>



<li>Indicator 2: Increase in the percentage of potential users of the services of the supported networks who confirm that they increasingly use the services of regional associations.</li>
</ul>



<p>The users of services of the supported networks are associations of municipalities in SEE or pilot municipalities benefiting from the project measures (sub-projects).</p>

The second study “<em>Exploring the Opportunities for Maximizing EU Membership Benefits through Obtaining Geographical Indications and Designations of Origin for Serbian agricultural products</em>” &nbsp;gave an overview of possibilities for advancing Serbian agricultural product and assuring their better position on the EU Single Market through the registration of PDO’s and PGI’s at the EU level.</p>



<p>Both research studies analysed the relevant EU and Serbian legislation as well as provide certain case studies, mostly by studying the ways how some of the most recent Member States have dealt with these relevant issues.</p>



<p>As human capital is the biggest asset of any think tank, OSF’s TTF Think Tank Young Professional Development Program aims to help think tanks from the Central and Eastern Europe to attract recent graduates of MA and PhD programs in the social sciences and humanities by giving them an opportunity to gain first-hand policy research and advocacy experience. The program enables participating think tanks to recruit young researchers originally from the region who recently graduated from universities in the OECD countries and depending on a research topic finance individual programs at hosting organizations, lasting up to 6 months.</p>

<p>Legal acts on environmental protection in the Republic of Serbia are to large extent aligned with the European acquis, whereas lack of implementation and involvement of stakeholders and public remain major challenges. In that regard, application of the Law on strategic environmental impact assessment and Law on environmental impact assessment is no exception and it can be additionally advanced to meet the goal of better management of the environment. Successful application of these legal acts additionally stimulates advancement towards EU accession in the framework of the Negotiating chapter 27 – Environment.</p>



<p>This project was financially supported by The Royal Norwegian Embassy in Belgrade.European Policy Centre, together with&nbsp;<a href="https://staniste.org.rs/" target="_blank" rel="noreferrer noopener">Ecological Center Habitat</a>&nbsp;from Vršac and&nbsp;<a href="http://srbijaupokretu.org/" target="_blank" rel="noreferrer noopener">Serbia on the Move</a>&nbsp;implemented the project “Think-Act-Impact: Ensuring Improved Implementation of EU Directives on Environmental Impact Assessment in Serbia” during the following year. Project comprised a thorough research of problems and challenges in the implementation of environmental impact assessment with focus on local communities in order to provide solutions for overcoming the obstacles. Alongside research, educational-activist component was conducted in selected local communities together with local civil society organisations and citizens.</p>
