The functioning of local governments is just as important as the functioning of the central government – perhaps even more important to the citizens. In the European Union, over 70% of all legislation is implemented by the local government. Local government is of great importance and its quality functioning – the way services are provided, the involvement of citizens and the openness, transparency and accountability are key for citizens to be satisfied. This requires a strong civil society, capable of putting pressure on decision-makers, to participate in the decision-making process, as well as to control them in the implementation of decisions. What is the current state of affairs of local governments in Serbia? What do civil society, decision-makers and citizens have to say?
