<p>CEP’s Researcher (now external associate)&nbsp;<strong>Amanda Orza</strong>&nbsp;developed under the TRAIN Programme the policy paper<strong>&nbsp;<a href="https://cep.org.rs/en/publications/civil-society-and-government-participatory-policy-formulation-in-serbia/" target="_blank" rel="noreferrer noopener">“Civil society and government: Participatory Formulation in Serbia,”</a>&nbsp;</strong>which examined available mechanisms for the participation of civil society organisations specifically in the starting stage of the policy process – policy formulation. The research analysed the existing practices of involving civil society in policy making in Serbia and assessed the factors of successes and failures. In order to develop specific and practical recommendations for CSO participation in the policy formulation, the paper embraces a two-tier comparative approach, firstly focusing on the EU policy context and secondly on a country case study i.e. an EU Member State.</p>



<p>TRAIN&nbsp; Programme (Think&nbsp; Tanks&nbsp; providing&nbsp; Research&nbsp; and&nbsp; Advice&nbsp; through&nbsp; Interaction&nbsp; and Networking), with the thought that the role of think tanks needs to be strengthened in regards to national policy making, aims to encourage regional cooperation by spurring a policy dialogue between think tanks and political actors in the Western Balkans, and increase their credibility and visibility by fostering networking with EU actors.</p>
