  • CEP hosted representatives of the Council of Europe Office in Belgrade

    21 February 2019 – CEP Programme Director Ms. Milena Lazarević, and Programme Manager for Good Governance, Mr. Miloš Đinđić welcomed the Council of Europe (CoE) Head of Office, Mr. Tobias Flessenkemper, and the Senior Project Officer, Mr. Danko Runić, at the CEP premises. The meeting organised on this occasion, for the purpose of mutual exchange on the ongoing programme developments and activities, served as the point of departure for future collaboration between CEP and the CoE Office in the areas of mutual interest including functioning of the democratic institutions in Serbia.

    Mr. Flessenkemper emphasised some key initiatives of the CoE, especially the activities of the Monitoring Committee of the Congress of Local and Regional Authorities. This committee, responsible for monitoring the application of the European Charter of Local Self-Government by the CoE member states, performs country missions, drafts reports and recommendations on the state of democracy at the local level, but also provides post-monitoring assistance to authorities. He also informed on the process of preparing the newest such monitoring repot for Serbia and highlighted that the body of work resulting from the CoE monitoring activities represents a tool for active engagement of civil society in Serbia.

    Ms. Lazarević put emphasis on the importance of civil society engagement in monitoring the local administration’s work. After presenting the experience and key results of the WeBER monitoring of public administration reform by the Western Balkan civil society, Milena pointed out the need to develop a similar monitoring mechanism for local administrations.
